Looks like a real solid build.

I just am not sure I am enough of an expert of LB builds to give someone a A+ or anything too high

Well his build can really suite any LB position, but my team has him at the LOLB spot right now.

At LOLB, I'd improve tackling just because he'll be asked to make so many plays. Another thing could be to add even more speed. IMO, at LOLB, speed is the most important thing to train. With speed, also, comes the need to train agility, also.

At MLB I'd throw some points at strength and the defensive general special skill. Vision and Speed are about where you want it. I guess some confidence can't really hurt either, right?

Get some points into jumping, jumping gives you more diving tackles, more PDs, and more INTs, might wanna raise catching up to about 20-25 as well.
